Lucas Fykes is Senior Director of Energy Policy and Regulatory Counsel for the Data Center Coalition (DCC), the membership association serving as the voice of the data center industry.
Lucas leads DCC’s state regulatory engagement on large-load tariffs, cost allocation, rate design, and related customer protection mechanisms. He works closely with DCC members to set strategy and develop filings in major utility proceedings nationwide, including contested cases and settlement tracks. Lucas directs DCC’s outside counsel and expert witnesses and works closely with members to develop consistent, practical positions and regulatory messaging on behalf of the industry. Lucas also supports DCC’s broader energy policy advocacy nationwide, including work with stakeholders on grid planning, market design, and policies to enable reliable, timely infrastructure investment. He regularly speaks at conferences and industry engagements on behalf of DCC on the data center industry, large-load growth, tariff design, and grid modernization.
Before joining DCC, Lucas represented community choice aggregation providers, clean energy companies, utilities, and retail electric suppliers in administrative litigation, rulemakings, and other regulatory matters. His practice included counseling clients on energy and utility law issues, distributed energy resource policy, and electric and natural gas procurement for commercial, governmental, and residential customers. Lucas has appeared before the Public Utilities Commission of Ohio, Illinois Commerce Commission, Georgia Public Service Commission, Public Utility Commission of Texas, Public Service Commission of Wisconsin, and California Public Utilities Commission.
Lucas previously served as Chair of the Columbus Bar Association Energy Law Committee, the Ohio Liaison for the Energy Bar Association’s Midwest Chapter, and a member of the Energy Bar Association’s Taskforce on Law Students, Young Professionals, and Diversity.
